Os programas financiados pelo PEPFAR foram como uma escola e uma ponte que me ajudaram a chegar onde estou hoje\u201d, diz Santos Mucelo, actualmente a trabalhar como Mentor de Laborat\u00f3rio da unidade sanit\u00e1ria de Corromana, no distrito de Molumbo. A unidade sanit\u00e1ria de Corromana \u00e9 uma das unidades sanit\u00e1rias que recebeu apoio t\u00e9cnico de uma ONG internacional financiada pelo PEPFAR \u00e0s Autoridades Sanit\u00e1rias Provinciais e \u00e0 Associa\u00e7\u00e3o local Centro pela Sa\u00fade Global (C-Sa\u00fade). Baseado na sede do distrito de Molumbo, Santos Mucelo \u00e9 o Chefe do Laborat\u00f3rio Distrital e a sua pr\u00f3pria carreira seguiu uma trajet\u00f3ria semelhante \u00e0 do apoio prestado \u00e0 unidade sanit\u00e1ria de Corromana.<\/span><\/p>\n<p><span style=\"color: #333333;\"><\/span><\/p>\n<p><span style=\"color: #333333;\">Nascido em Mocuba, na prov\u00edncia da Zamb\u00e9zia, Santos Mucelo ingressou no Instituto de Ci\u00eancias de Sa\u00fade de Quelimane em 2015 e completou a sua forma\u00e7\u00e3o acad\u00e9mica de n\u00edvel m\u00e9dio financiada pelo Governo de Mo\u00e7ambique (GdM) em 2017, graduando-se como T\u00e9cnico de Laborat\u00f3rio. Foi aprovado no processo de admiss\u00e3o do GdM, mas devido a limita\u00e7\u00f5es or\u00e7amentais do GdM n\u00e3o p\u00f4de come\u00e7ar a trabalhar. O seu caso foi e continua a ser semelhante ao de centenas de profissionais de sa\u00fade em Mo\u00e7ambique, que apesar de terem as compet\u00eancias necess\u00e1rias n\u00e3o podem prestar os seus servi\u00e7os em unidades sanit\u00e1rias que enfrentam escassez de profissionais de sa\u00fade qualificados. Foi neste contexto que, no final de 2018, a ONG internacional Friends in Global Health (FGH), financiada pelo PEPFAR, disponibilizou um sub-acordo \u00e0s Autoridades Provinciais de Sa\u00fade da Zamb\u00e9zia para a contrata\u00e7\u00e3o de profissionais de sa\u00fade de n\u00edvel m\u00e9dio em toda a prov\u00edncia. Santos foi um desses profissionais e come\u00e7ou a trabalhar no distrito rural de Molumbo como t\u00e9cnico de laborat\u00f3rio, concentrando-se no trabalho laboratorial relacionado com o HIV.<\/span><\/p>\n<p><span style=\"color: #333333;\"><\/span><\/p>\n<p><span style=\"color: #333333;\">\u201cA minha experi\u00eancia inicial foi muito boa. N\u00e3o estava \u00e0 espera de ter esta oportunidade\u201d, recorda Santos. O PEPFAR permitiu-lhe entrar no ambiente profissional, aplicar os seus conhecimentos acad\u00e9micos e iniciar uma carreira promissora. Mas o in\u00edcio n\u00e3o foi isento de obst\u00e1culos. O trabalho no terreno trouxe desafios pr\u00e1ticos e emocionais, mas tamb\u00e9m ensinamentos inestim\u00e1veis. \u201cFoi o meu primeiro contacto com doentes na linha da frente e a vida no terreno n\u00e3o foi f\u00e1cil. Estas forma\u00e7\u00f5es e as orienta\u00e7\u00f5es regulares foram vitais para o meu crescimento e continuam a influenciar directamente o meu trabalho.\u201d<em>. \u201cAprendi muito e ainda estou a aprender. Continuou a crescer e hoje, como Chefe do Laborat\u00f3rio Distrital em Molumbo, supervisiona equipas e garante a qualidade dos servi\u00e7os prestados em todas as unidades de sa\u00fade do distrito.<\/span><\/p>\n<p><span style=\"color: #333333;\"><\/span><\/p>\n<p><span style=\"color: #333333;\">Em Outubro de 2024, com o financiamento do PEPFAR atrav\u00e9s dos Centros de Controlo e Preven\u00e7\u00e3o de Doen\u00e7as (CDC), a C-Sa\u00fade iniciou a implementa\u00e7\u00e3o do programa Avante Sa\u00fade. A C-Sa\u00fade ajuda as autoridades provinciais de sa\u00fade a gerir os fundos do PEPFAR e a prestar assist\u00eancia t\u00e9cnica directa em unidades sanit\u00e1rias graduadas em cinco distritos da prov\u00edncia da Zamb\u00e9zia. Molumbo \u00e9 um desses distritos e Santos n\u00e3o perdeu a oportunidade:<\/span><\/p>\n<p><span style=\"color: #333333;\"><\/span><\/p>\n<p><span style=\"color: #333333;\">\u201c<em>\u201cQuero continuar a melhorar o sistema de sa\u00fade p\u00fablica. Vou continuar a aplicar tudo o que aprendi\u201d.<\/em>diz Santos, que \u00e9 agora um dos mentores das unidades graduadas.<\/span><\/p>\n<p><span style=\"color: #333333;\"><\/span><\/p>\n<p><span style=\"color: #333333;\">A progress\u00e3o de Santos do desemprego, \u00e0 contrata\u00e7\u00e3o pelo GdM atrav\u00e9s do apoio de uma ONG internacional, \u00e0 entrada na folha de pagamentos do governo e, finalmente, a tornar-se mentor de outros provedores do GdM  demonstra o poder transformador dos programas PEPFAR. Santos n\u00e3o \u00e9 uma excep\u00e7\u00e3o, mas sim um dos 91 profissionais de sa\u00fade em posi\u00e7\u00f5es de lideran\u00e7a na prov\u00edncia da Zamb\u00e9zia, que j\u00e1 foram apoiados por sub-acordos financiados pelo PEPFAR. He passed the pre-employment GoM tests, but due to GoM budget limitations he couldn\u2019t start working. His case was and continues to be similar to hundreds of health professionals across Mozambique, who although they have the necessary skills they cannot provide their services at health facilities that face shortages of qualified health professionals. It was in this context that, at the end of 2018, the PEPFAR-funded International NGO Friends in Global Health (FGH) provided a sub-agreement to Zamb\u00e9zia Provincial Health Authorities for hiring mid-level health professionals throughout the province. However, this experience taught me a great deal about teamwork and how to cope with adversity.\u201d Santos participated in PEPFAR-funded technical trainings and received mentoring that significantly broadened his skills. \u201cI learned a lot, and I\u2019m still learning. These trainings and regular mentoring were vital to my growth and continue to directly influence my work.\u201d In 2020, Santos reached a milestone in his career when he was finally absorbed into the GoM payroll. He continued growing and today, as a District Laboratory Chief in Molumbo, he oversees teams and ensures the quality of services provided across all health facilities in the district. PEPFAR-funded programs were like a school and a bridge that helped me to get to where I am today.\u201d says Santos Mucelo, currently serving as the Laboratory Mentor for Corromana health facility at Molumbo district. Corromana health facility is one of the health facilities that graduated from receiving technical support from a PEPFAR-funded International NGO to the Provincial Health Authorities and local Association Centro pela Sa\u00fade Global (C-Sa\u00fade). Based at Molumbo district capital, Santos Mucelo is the District Laboratory Chief and his own career has followed a similar trajectory as the support provided to Corromana health facility. Born in Mocuba, Zamb\u00e9zia province, Santos Mucelo joined to the Instituto de Ciencias de Sa\u00fade de Quelimane in 2015 and completed his Government of Mozambique (GoM)-funded mid-level academic in 2017 training graduating as Laboratory Technician. He passed the pre-employment GoM tests, but due to GoM budget limitations he couldn\u2019t start working. His case was and continues to be similar to hundreds of health professionals across Mozambique, who although they have the necessary skills they cannot provide their services at health facilities that face shortages of qualified health professionals. It was in this context that, at the end of 2018, the PEPFAR-funded International NGO Friends in Global Health (FGH) provided a sub-agreement to Zamb\u00e9zia Provincial Health Authorities for hiring mid-level health professionals throughout the province. Santos was one of these professionals and started working at rural Molumbo district as a Laboratory technician, focusing on HIV-related laboratory work. \u201cMy initial experience was very good. I didn\u2019t expect to have this opportunity.\u201d recalls Santos. PEPFAR enabled him to step into the professional environment, apply his academic knowledge, and begin a promising career journey. But the start wasn\u2019t without hurdles. Working in the field brought practical and emotional challenges, while also providing invaluable lessons. \u201cIt was my first contact with patients on the front lines, and life in the field wasn\u2019t easy. However, this experience taught me a great deal about teamwork and how to cope with adversity.\u201d Santos participated in PEPFAR-funded technical trainings and received mentoring that significantly broadened his skills. \u201cI learned a lot, and I\u2019m still learning. These trainings and regular mentoring were vital to my growth and continue to directly influence my work.\u201d In 2020, Santos reached a milestone in his career when he was finally absorbed into the GoM payroll. He continued growing and today, as a District Laboratory Chief in Molumbo, he oversees teams and ensures the quality of services provided across all health facilities in the district. In October 2024, with PEPFAR funding through the Centers for Disease Control and Prevention (CDC), C-Sa\u00fade initiated the implementation of the Avante Sa\u00fade program. C-Sa\u00fade assists provincial health authorities to manage PEPFAR funds and to provide direct technical assistance at graduated health facilities across five districts of Zambezia province. Molumbo is one of the districts and Santos did not miss the opportunity: \u201cI want to continue improving the public health system. I will keep applying everything I\u2019ve learned.\u201d says Santos, who is now one of the mentors of the graduated sites. Santos\u2019s progression\u2014from unemployment, to being hired by GoM through the support of an international NGO, to joining the government\u2019s payroll, and ultimately becoming a mentor to other GoM providers\u2014demonstrates the transformative power of PEPFAR programs. Santos is not an exception, but rather one of the 91 health professionals at leadership positions in Zamb\u00e9zia province, who were once supported by PEPFAR-funded sub-agreements.
