<\/span><\/p>\n

Ao longo dos anos, o PEPFAR, atrav\u00e9s do seu parceiro local de implementa\u00e7\u00e3o C-Sa\u00fade, trouxe uma vasta experi\u00eancia t\u00e9cnica na \u00e1rea de sistemas de dados sobre o HIV para o sector da sa\u00fade em Mo\u00e7ambique. Entre outros parceiros, a C-Sa\u00fade apoiou o desenvolvimento da Estrat\u00e9gia Nacional de Sistemas de Informa\u00e7\u00e3o em Sa\u00fade (SIS) do MISAU, com o objectivo de orientar todos os investimentos digitais futuros. Com base nas li\u00e7\u00f5es aprendidas em plataformas anteriores ligadas ao HIV, que melhoraram o seguimento de pacientes e os relat\u00f3rios, a C-Sa\u00fade contribuiu para a realiza\u00e7\u00e3o de workshops de alto n\u00edvel e grupos t\u00e9cnicos de trabalho liderados pelo MISAU, com v\u00e1rios intervenientes, para definir as prioridades estrat\u00e9gicas do pa\u00eds.
<\/span>
\u00c0 medida que a estrat\u00e9gia foi-se consolidando, a Direc\u00e7\u00e3o de Planifica\u00e7\u00e3o e Coopera\u00e7\u00e3o (DPC) do MISAU assinou um Memorando de Entendimento (MdE) com a C-Sa\u00fade. Este acordo permitiu a aloca\u00e7\u00e3o de quinze especialistas integrados \u2014 desenvolvedores de software, analistas de neg\u00f3cios e especialistas em inform\u00e1tica em sa\u00fade \u2014 que agora trabalham lado a lado com o pessoal do Departamento de Informa\u00e7\u00e3o em Sa\u00fade (DIS) na sede do MISAU. Com este apoio, o MISAU visa desenhar o Sistema de Informa\u00e7\u00e3o em Sa\u00fade Registo M\u00e9dico Electr\u00f3nico (SIS-RME), destinado a ser implementado tanto em hospitais como em unidades sanit\u00e1rias, integrando m\u00f3dulos essenciais como: HIV, sa\u00fade materna e infantil, triagem, consultas externas, prescri\u00e7\u00f5es, an\u00e1lises laboratoriais, internamentos e gera\u00e7\u00e3o autom\u00e1tica de relat\u00f3rios.<\/span><\/p>\n

Juntas, as equipas do MISAU e da C-Sa\u00fade mapearam os fluxos de trabalho existentes, identificaram lacunas cr\u00edticas de dados e definiram marcos pr\u00e1ticos para a interoperabilidade do sistema, melhorias na infraestrutura e forma\u00e7\u00e3o de utilizadores. A experi\u00eancia da C-Sa\u00fade com sistemas de HIV financiados pelo PEPFAR tem sido fundamental: orientando sess\u00f5es sobre levantamento de requisitos, integra\u00e7\u00e3o de identificadores \u00fanicos de pacientes, interoperabilidade de sistemas, pain\u00e9is em tempo real e mecanismos de governa\u00e7\u00e3o. Adicionalmente, os especialistas da C-Sa\u00fade est\u00e3o a capacitar os t\u00e9cnicos do DIS em metodologias \u00e1geis de recolha de requisitos e administra\u00e7\u00e3o de sistemas, garantindo que o MISAU desenvolva compet\u00eancias internas duradouras para manter e evoluir a plataforma mesmo ap\u00f3s o seu lan\u00e7amento.Conforme destacou Eliazardo Muchave, do DIS\/MISAU:\n\u201cEste apoio n\u00e3o s\u00f3 est\u00e1 a acelerar a entrega de solu\u00e7\u00f5es, como tamb\u00e9m a fortalecer institui\u00e7\u00f5es, criar autonomia e elevar a qualidade das decis\u00f5es baseadas em dados.

Para os pr\u00f3ximos passos, o lan\u00e7amento do SIS-RME est\u00e1 previsto para 2025, incluindo uma estrat\u00e9gia de Identificador \u00danico do Paciente, com o objetivo de eliminar registos duplicados e melhorar a gest\u00e3o dos pacientes. O sistema ser\u00e1 progressivamente melhorado para disponibilizar pain\u00e9is em tempo quase real para os decisores pol\u00edticos, automatizar relat\u00f3rios rotineiros e incorporar m\u00f3dulos cont\u00ednuos de aprendizagem para os profissionais de sa\u00fade \u2014 lan\u00e7ando assim as bases para um ecossistema digital de sa\u00fade integrado, eficiente e sustent\u00e1vel.<\/span><\/p>\n

Ao ancorar a Estrat\u00e9gia de SIS em princ\u00edpios de desenho participativo, colabora\u00e7\u00e3o institucional formalizada por MdE e uma equipa t\u00e9cnica profundamente integrada, Mo\u00e7ambique est\u00e1 a capitalizar o legado do PEPFAR na resposta ao HIV para tra\u00e7ar um roteiro digital de sa\u00fade que fortalecer\u00e1 a tomada de decis\u00f5es, otimizar\u00e1 recursos e, em \u00faltima inst\u00e2ncia, melhorar\u00e1 os cuidados prestados aos cidad\u00e3os.<\/span><\/p>\n

This agreement unlocked the allocation of fifteen embedded specialists\u2019 software developers, business analysts, and health-informatics experts who now work side by side with Health Information Department (DIS) staff at MOH headquarters. MOH\u00b4s vision through this support is to design the Health Information System \u2013 Electronic Medical Record (SIS-RME), intended for deployment in both hospitals and health facilities, integrating essential modules such as HIV, maternal and child health, triage, outpatient clinical consultations, prescriptions, lab tests, inpatient admissions, and automated reporting. The team\u2019s mandate is clear: while focusing on the HIV module, ensure the system is grounded in frontline realities, technically sound, and fully aligned with the needs of health facilities, from small rural health centers to referral hospitals. Together, the joint team has mapped existing workflows, identified critical data gaps, and set practical milestones for system interoperability, infrastructure upgrades, and user training. C-Sa\u00fade\u2019s experience with PEPFAR-funded HIV systems is proving invaluable: guiding sessions on requirement gathering, patient-identifier integration, systems interoperability, real-time dashboards, and governance mechanisms. Additionally, C-Sa\u00fade specialists are mentoring DIS staff in agile requirement gathering and system administration, ensuring that Mozambique\u2019s MOH builds lasting in-house capacity to maintain and evolve the platform long after launch. Over the years, PEPFAR through its local implementing partner C-Sa\u00fade has developed and brought deep technical expertise in HIV data systems to Mozambique\u2019s health sector. Among other stakeholders, C-Sa\u00fade supported the development of MOH\u2019s cohesive, nationwide Health Information Systems (HIS) Strategy to guide all future digital investments. Drawing on lessons learned from earlier HIV platforms that improved patient tracking and reporting, C-Sa\u00fade contributed to MOH-led high-level workshops and technical working groups with multiple stakeholders to define the country\u2019s strategic priorities. As the strategy crystallized, MOH\u2019s Planning and Cooperation Directorate (DPC) signed a Memorandum of Understanding (MoU) with C-Sa\u00fade. This agreement unlocked the allocation of fifteen embedded specialists\u2019 software developers, business analysts, and health-informatics experts who now work side by side with Health Information Department (DIS) staff at MOH headquarters. MOH\u00b4s vision through this support is to design the Health Information System \u2013 Electronic Medical Record (SIS-RME), intended for deployment in both hospitals and health facilities, integrating essential modules such as HIV, maternal and child health, triage, outpatient clinical consultations, prescriptions, lab tests, inpatient admissions, and automated reporting. The team\u2019s mandate is clear: while focusing on the HIV module, ensure the system is grounded in frontline realities, technically sound, and fully aligned with the needs of health facilities, from small rural health centers to referral hospitals. Together, the joint team has mapped existing workflows, identified critical data gaps, and set practical milestones for system interoperability, infrastructure upgrades, and user training. C-Sa\u00fade\u2019s experience with PEPFAR-funded HIV systems is proving invaluable: guiding sessions on requirement gathering, patient-identifier integration, systems interoperability, real-time dashboards, and governance mechanisms. Additionally, C-Sa\u00fade specialists are mentoring DIS staff in agile requirement gathering and system administration, ensuring that Mozambique\u2019s MOH builds lasting in-house capacity to maintain and evolve the platform long after launch. As one Eliazardo Muchave from MOH\u2019s DIS observed: \u201cThis support is not only accelerating solution delivery but also strengthening institutions, creating autonomy, and elevating data-driven decision quality.\u201d Looking ahead, the roll-out of SIS-RME slated for 2025, will include a Unique patient identifier strategy to eliminate duplicate records and streamline patient management. The system will be gradually enhanced to provide near-real-time dashboards for policymakers, automate routine reports, and embed continuous learning modules for health workers laying the foundation for an integrated, efficient, and sustainable digital health ecosystem. By anchoring the HIS strategy in participatory design, MoU-backed collaboration, and a deeply embedded technical team, Mozambique is building on PEPFAR\u2019s work in the area of HIV to craft a digital health roadmap that will strengthen decision-making, optimize resources, and ultimately improve care for its
