Through the Avante Saúde program, C-Saúde implements two strategies:

1. It supports the Ministry of Health (MISAU) in optimizing Health Information Systems (SIS) solutions to improve service delivery and evidence-based decision-making. C-Saúde uses the project management methodology approved by the CDC to design, develop, test, deploy, and maintain systems, incorporating security aspects and open standards into the design and implementation of SIS solutions. C-Saúde enhances the Electronic Patient Tracking System (SESP) used nationwide, meeting the requests of MISAU and PEPFAR and ensuring integration with laboratory, pharmaceutical, and community SIS solutions. C-Saúde supports MISAU in strengthening its sectoral leadership by developing policies and guidelines produced by the MISAU-led SIS Technical Working Group.
2. It assists in transitioning PEPFAR programming to entities of the Government of the Republic of Mozambique (GRM). In graduated sites, provincial health services are responsible for activities that can be operationalized according to GRM rules and regulations, while C-Saúde continues to support staff whom GRM has not yet been able to integrate (e.g., lay personnel, data clerks, and volunteers). C-Saúde empowers provincial and district health authorities in Zambézia province to manage programs funded by the U.S. Government, while C-Saúde’s provincial and district teams build the technical capacity of district health authorities to support the graduated sites.
