Avante

The Avante program, was funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) through the Centers for Disease Control and Prevention (CDC) of the United States Government, and it supported the Government of the Republic of Mozambique (GM) in its efforts to control the HIV epidemic.

The lead implementing organization of the Avante program was the Vanderbilt University Medical Center (VUMC), which until September 2024 implemented Avante through Friends in Global Health (FGH), an international NGO affiliated with VUMC. From October 2024 until the end of the project in January 2026, C-Saúde  implemented all Avante program activities in Mozambique.

Avante used sustainable service models in the community and health facilities, across multiple areas of the national response. In addition to the support provided to the Ministry of Health at the central level, the Avante program had a programmatic focus in Zambézia province, which has the highest number of people living with HIV in the country.

Within Avante, in Zambézia province, C-Saúde supported 141 health facilities serving over 370,000 patients receiving antiretroviral treatment across 19 districts. C-Saúde implemented activities in six Strategic Areas:

  1. Human Resources for Health – The recruitment, training, and mentoring of health professionals, lay personnel, and volunteers werethe backbone of the Avante program.
  2. HIV Prevention – Violence Prevention services; HIV Testing Services (HTS); and HIV Pre-Exposure Prophylaxis (PrEP) services.
  3. Care and Treatment (C&T) – C-Saúde strengthened patient-centered C&T services for HIV and TB by increasing access to and use of viral load testing; the Cervical Cancer Program (CECAP); C&T services for pregnant and breastfeeding women; and pediatric HIV services.
  4. Laboratory – C-Saúde enhanced the provincial laboratory in Zambézia and the supported health facility laboratories, supporting External Quality Assessments at the national and provincial levels.
  5. Data Systems – C-Saúde implemented centrally developed systems and ensured the integrity of the database, providing data to clinicians to improve services.
  6. Program Improvement (PI) – C-Saúde supported a robust PI system, adapting implementation based on daily, weekly, and monthly reviews of PI indicators.
